The film was made during the ceremony. One of the men is giving a speech to the audience. Several people receive awards and medals, which are pinned to the lapels of their suit jackets. Then, the artistic program begins.

Part 2
A shot from a car driving down the city street, then through a village and a forest. A shot near a memorial dedicated to the fallen members of the People’s Guard. A delegation lays a wreath. A shot at the Provincial Veterinary Institute. A group of people gathered in front of the institute building is waiting for the arrival of the delegation, after which they all enter the building. They watch an exhibition dedicated to the Veterinary Institute and browse through the institution’s chronicle. After the ceremony, the delegation departs in cars, and the crowd in front of the building disperses.
